
Since its creation in 1999, the Justice Studies Center of the Americas (JSCA/CEJA), an agency of the Organization of American States (OAS), has embraced this challenge with a clear mission: to build bridges between justice systems, academia, and civil society; between evidence and decision-making; and between public policy and judicial practice. Over the past 26 years, CEJA has established itself as a leading regional technical institution, recognized for its ability to generate comparative knowledge, strengthen capacities, and support judicial reforms throughout Latin America and the Caribbean.
Its institutional value lies precisely in this combination of technical rigor, autonomy, and commitment to collaboration. This approach has enabled the organization to promote tangible transformations and contribute to more modern, transparent, and people-centered justice systems.
This trajectory has translated into real impact. CEJA has participated in judicial reform processes in more than twenty countries, trained thousands of justice-sector professionals, and promoted key standards in judicial independence, access to justice, and institutional efficiency.
Beyond the numbers, its contribution is also reflected in a sustained agenda of innovation and regional cooperation. Over the years, CEJA has led pioneering initiatives such as the creation of virtual training platforms, the development of regional indicators, the incorporation of gender and intersectionality perspectives, and, more recently, the analysis of the impact of artificial intelligence on justice systems.
The organization has fostered regional dialogue, comparative studies, and technical assistance programs that have supported major reforms in criminal justice, civil justice, and access to justice. These milestones demonstrate an institution that not only analyzes justice systems but also actively contributes to their transformation.
CEJA has maintained a strong commitment to the generation and dissemination of knowledge. Through technical studies, public policy evaluations, and platforms such as BiblioCEJA, the institution has expanded access to key information for decision-making, with more than 90,000 downloads of its publications.
Through CEJA Campus, we have contributed to the specialized training of more than 60,000 professionals across the region. Today, 26 years after its founding, CEJA reaffirms its role as a space for regional dialogue, collaboration, and action.
